Looks like decent size body of water, does anyone know if fishing/boats are permitted on the reservoir?

No fishing/ no boats. There is a hiking trail around it but is a private club with a waiting list.
I'm not really sure how much aquatic life can live in there, seeing as it was used to trap tailings loaded with industrial waste. There's probably a solid 10' of nasty silt in there. If you ever fell in, you probably wouldn't come back out.
I don't believe that it's super toxic, as the place is a haven for bird life & is a well known stop for birders. And, I also believe that it drains into Hay Creek. In the fall, sometimes there are Swans in there by the hundreds.
I don't think you can even access the waters edge, they planted Phragmites in there to absorb the toxicity, and, like Phragmites does, it has taken over.
It looks like a great place to fish, but isn't.
