Reading through PA handgun laws. I am trying to make sure I understand this right.
An out of state resident that does not have any type of license or carry permit for a handgun in their state of residence is still allowed to carry a handgun in Pennsylvania (with the exception of Philadelphia) while driving to or engaged in any type of travel or activities related to fishing?
There are a few other exceptions listed under these PA gun laws. But I am mainly curious about that specific law.

Being from out of state may be a problem? Take your ID/driver & fishing licenses & apply for a Sportsman's Firearm Permit. . A Sportsman's Firearm Permit is NOT a License to Carry a firearm concealed. The county treasurer's office may answer your questions over the phone. Leave the guns at home if you go in person. I believe the only way anyone in Pa. can legally hop in a vehicle with a handgun on their person(concealed or open carry) is with a carry permit. Once you get in that vehicle the weapon is considered concealed by law enforcement. Sportsman permits do not allow for concealed carry.
***However*** I wouldn't take anything on the internet as gospel.... talk to the PSP, local PD. a good 2nd amendment lawyer, etc. and get everything in writing if it goes in your favor

With a fish/hunting permit- When traveling in a vehicle, the firearm needs to be unloaded & in a case. Placed in the trunk or rear of the vehicle, out of reach. Pa. does allow travel to & from some places, like a place to shoot, to gunsmith etc., without a permit. Out of state may be different.
Keep in mind , if stopped, the office may not know all the laws.
A resident of Pa. can go out in public with a loaded handgun on their hip, as long as its not concealed. Not a good idea in this day and age.
