Heard that walleye will feed in the shallow water at night. Any tips for baits to target them? I am thinking about going to Struble to try my luck.

I am thinking of using live minnows and rapalas. Are these good choices or are there better options?

Yes, it's true Walleye will feed in shallow water at night. They tend to prefer a longer profile minnow shaped lure like a floating or suspending Rapala, moving slowly. Don't work your lure too quickly. Just a nice steady, slow retrieve will do.
Live minnows are also a good option if bait fishing is your thing. I have not fished Struble in many years, so I cannot speak for the Walleye population there, or the success you may or may not have there.

What size rapala would be the best option?

Not worth the effort IMO. You are better off hitting the Susky if you want to catch a walleye.
