If you fishing on non trout approved water and catching trout do you need a trout stamp? Also can you keep over the regulation limit?

You need a T/S to keep any trout no matter where you catch them and yes the limit still applies. You can catch + release trout without a T/S .... but if one dies and there's an officer looking over your shoulder you could get cited. That is why if you keep any never keep a limit unless you are done fishing.

West brandywine coatesville. From the business rt30 bridge upstream to just below the bridge that takes you to regency apartments was stocked for a kids trout rodeo.

And trust me the area we locals call the falls trout can survive the summer there. I have parked between the stream and the railroad tracks many times and never had any issues

Approved trout waters are what the PFBC now calls stocked trout waters(creeks stocked for trout season in the spring) They do/did not include Special Regulation areas or Wild Trout streams as they have different rules, some are no harvest, delayed harvest, etc.
Any creek/lake not listed as a stocked stream for you area would be "non-approved" if they still used that designation. Example I've caught and seen trout caught out of Blue Marsh, Ontelaunee and the Schulkyill here around Reading none are stocked with trout so they are not stocked waters or non approved if you will..... but you still need to abide by the rules for trout if you keep any from those places.
The only thing I'm not sure about is in the old days you couldn't fish at the mouth of a stocked trout creek for 100yrds(I think) now it just says downstream. I asked the PFBC how far downstream was and got no reply.

Personally, I've always found some of the wording in some of the regs a little confusing as to "where" I could fish for trout and what the special reg for that area was. To be on the safe side, I always added the trout stamp. The phrase that always caught my eye was "...and all downstream waters..." of the special reg area. I always read that to mean the area for the special reg was a good deal greater than the specific start/end locations for the special reg area.
Better safe than sorry and the trout stamp was cheaper than a citation. In the end, I agree with icemole - trout is trout wherever you catch it - better that you have a trout stamp than not.

The downstream thing gets me too which was why I asked on the PFBC page. I mean technically the Susky at the state line with MD is downstream from 70% of Pa's stocked trout waters.
I also pulled up the stocking map for Chester and the W. Brandywine is stocked to the "New" Rt. 30 bridge area. I don't know how far that is from the "old" 30 bridge - so having a "definition" of downstream would be nice !!
Maybe the PFBC will answer you guys LOL

Yes the West brandywine is stocked down to bypass rt 30 or highway rt 30 whichever you call it. Buisness rt 30 is 2 miles max downstream from that . I will say from years of fun Fishing the non stocked section of stream it is very very very rare for trout to wash down that far.
