VF National Park is managed by National Park Service. These rangers are much different than PA Fish and Game rangers/officers. National Park Service do have broad authority BUT I do NOT think it extends beyond the park hence why your coworker did not receive a ticket.

I am wondering if a park ranger can give you a no trespass summons in the mail without witnessing the occurrence and just investing the situation with the plaintiff. without interviewing the victim?

They are police so yes if they have enough information / evidence. Go to court and try to prove your case / they are wrong, or stop doing what ever it is that's not-legal
