Starting January 1st 2009, almost all salt water anglers must register with the federal government and carry a certificate of registration while fishing or face possible fines. The exception are those fishermen who already hold a salt water fishing licence from the states that require them. Coastal states from New Jersey to Maine do not currently have salt water licences; all other states, except Hawaii do. Registration will be required of those fishing in federal waters 3 miles or more offshore and for those fishing for anadromous fish such as striped bass and salmon anywhere. This includes surf casters. Registration will be free-at first. after a couple of years the NOAA may charge an administrative fee.

Wonder what its all about? I just learned that I need a license in Del. just to surf fish. Thats why I go to Md.State. Now its going to change again in 2009?
